Starting with version 4.x, the oldest Eclipse supported by the plug-ins is Eclipse 4.6 Neon.3 (CDT 9.2), and the recommended version is 4.7 Oxygen.
Since these are Eclipse plug-ins, they obviously require a functional Eclipse CDT (Neon or later), which requires Java.
